Fractional voting is a function performed by a software algorithm used to illegally steal votes from one candidate and give them to another. Using fractional voting, when a vote is cast, instead of 1 vote going to the candidate it is cast for as it should be, a factional portion of the vote is given to the candidate. If the fraction is made small enough (say 1/4 or 1/8), that means the bulk of the votes are being shifted to the other candidate who was not voted for. The other candidate gains – with regards to example above – 3/4 or 7/8 of a vote instead 0 for the vote. Multiplied over many votes fractional voting can easily propel a candidate from a losing position to a winning position.
Notice, when they say a turn out “broke the algorithm”, they are likely referring to the fact that the fractional voting pre-programmed into the software to cheat with was too small to win the election for the chosen candidate due to the huge amount of votes for the other candidate. This was the case with the landslide turnout and victory for Donald Trump in 2020. The votes in his favor were so large, and the gap so wide between him and Biden, that even with cheating through fractional voting, Biden was still losing. This forced the cheating Democrats to stop the counting in 6 swing states so they could fraudulently manufacture additional illegal votes for Biden so they could claim he won the election.
